House committee passes Goehner regulatory-reform bill for energy projects

OLYMPIA… Legislation from Sen. Keith Goehner that would streamline the review and approval process for energy projects is a step closer to becoming law. The House Environment and Energy Committee unanimously endorsed Senate Bill 5317 on Monday.

The bill would clarify that when cities and counties enter into agreements with the Energy Facility Site Evaluation Council (EFSEC) for technical assistance, application or plan review, or inspections of energy facilities, they are considered in compliance with all other state and local laws.

“This bill ensures that local governments can collaborate with EFSEC without concerns about conflicting legal requirements,” said Goehner, R-Dryden. “It provides regulatory clarity and ensures efficient energy-project development, both of which are important for responsibly expanding Washington’s energy infrastructure.”

SB 5317 has bipartisan sponsorship and received unanimous support from the Senate.

“Washington’s energy policy is guiding us toward renewable sources. This bill ensures that local governments are treated fairly in the approval process for energy projects. These governments bear the responsibility of having these facilities in their communities. It’s only fair that we treat them the same as other agencies involved in the siting process.”

Goehner expects the bill to go before the full House for a debate and vote within the next few weeks.
