On Tuesday, February 3, Senate and House Republicans are hosting two listening sessions on the two citizen-initiatives that have been submitted to the Legislature this year.
While it is the Legislature’s constitutional duty to prioritize initiatives above all other business, majority Democrats refuse to allow a hearing on either proposal. This shuts down any opportunity for those in favor of the initiatives to have their voices heard.
These listening sessions will give the people a public forum to share comments in favor of, or in opposition to, each of the initiatives.

IL26-638: Protecting girls’ sports
- Requires school districts and other voluntary nonprofit entities to adopt policies, procedures and rules that prohibit biologically male students from competing with and against female students in athletic activities if the activity is intended for female students only.
- Students who elect to participate in sports intended for female students shall provide, as part of the routine physical exam already required to participate in sports in Washington, verification of the student’s biological sex by the student’s healthcare provider.
- Does NOT require pelvic exams.
IL26-001: Restoring parental rights in schools
- Initiative 2081, the initial Parents’ Bill of Rights, was adopted by the Legislature in 2024. House Bill 1296 was passed in 2025 to remove some of the provisions of Initiative 2081.
- This initiative reinstates Initiative 2081 and does the following:
- Identifies that parents are the primary stakeholders in their children’s upbringing.
- Enumerates 15 rights of parents including reviewing instructional materials, accessing student records, being notified when medical services are provided, and opting out of certain classes.
